The Novaya Gazeta has studied the non-standard VAT refunds, which took place in the 28th and 25th state tax offices, and found that billions have been stolen in this way.

It seems less and less to me that such tricks can be performed without the protection racket (or rather the guiding direction) of the then Minister for Taxes and Duties, who later dragged Stepanovа and Sinikovа to the Federal Agency for Procurement of Weaponr (Rosoboronpostavka), Mr. Serdyukov.
