1. Federal State Budgetary Institution "State Nature Biosphere Reserve "Komandorsky" named after S.V. Marakov" (hereinafter - Institution) is the environmental, scientific research and environmental education organization designed to preserve and study natural processes and phenomena, genetic fund of flora and fauna, species and communities of plants and animals, typical and unique ecological systems.

2. In accordance with the resolution of the Government of the Russian Federation of 31 December 2008 No. 2056-p (Collected Legislation of the Russian Federation, 2009, No. 2, p. 336) the Institution is administered by the Ministry of Natural Resources and Ecology of the Russian Federation (hereinafter - Russian Nature Ministry).

3. The founder of the Institution is the Government of the Russian Federation. On behalf of the Russian Federation the federal executive body - Russian Nature Ministry is vested with powers of founder.

4. Owner of the property of the Institution is the Russian Federation.

5. Full official name of the Institution - Federal State Budgetary Institution "State Nature Biosphere Reserve "Komandorsky" named after S.V. Marakov".

Official short name of the Institution - FGBI "Komandorsky" State Reserve".

6. Location of the Institution: 4, Gagarin Str., Nikolskoye village, Aleut District, Kamchatka Region, 684500.

The Institution is governed by the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and regulations of the President of the Russian Federation, ordinances and orders of the Government of the Russian Federation and other normative legal acts of the Russian Federation, including the regulations of the Russian Nature Ministry, the law of Kamchatka Region, and this Statute.

8. The Institution is a nonprofit organization established by the Russian Federation to carry out works and services in order to ensure implementation of the he federal authorities' powers provided by law of the Russian Federation.

9. The Institution operates in accordance with the objects and purposes of its activities, defined in terms of the federal laws, other regulations and this Statute.

10. The Institution is a legal entity; it has the rights, discharge liabilities and bear responsibility under the law of the Russian Federation.

11. The Institution has solitary property, independent balance, individual accounts opened in local agencies of the Federal Treasury for recording operations resulting in federal budget expenditures, and accounting of funds received from income-generating activities, seal with the State Emblem of the Russian Federation and its own Institution title, as well as other stamps, forms and other identification means.

12. The Institution acquires the rights, assumes the duties and responsibility established by the legislation of the Russian Federation from the date of state registration as a legal entity,

Land, waters, mineral resources, flora and fauna on the territory of the State Nature Biosphere Reserve "Komandorsky" (hereinafter - the reserve), are provided to the Institution for use (possession) as stipulated by federal laws. The removal or other termination of rights of the Institution is prohibited. Plots of land within the boundaries of the reserve, as well as buildings, structures, premises located on them are not subject to privatization.

14. The Institution may in the prescribed manner act as a founder and participate in activities of foundations, associations and other organizations involved in the development of natural reserves.

15. The Institution, as established in the legislation of the Russian Federation, in agreement with the Russian Ministry of Natural Resources and Environment may set up branches and representative offices on the territory of the Russian Federation, approve their regulations, as well as changes and additions to these provisions, and is responsible for their activities.

The Institution has a representative office in the city of Petropavlovsk-Kamchatsky. Location of the representative office: office No.8, 27/1, Pobedy Ave., Petropavlovsk-Kamchatsky, Kamchatka Krai, 683006.

16. The Institution carries out its activities on the territory of the reserve, as well as in its branches and representative offices,

17. The Institution has the right to have its own symbols (a flag, a pennant, a logo, etc.) approved in the established order.

18. Production of graphic, printing, souvenir and other replicated products and consumer goods using images of natural, historical and cultural complexes and objects located on the territory of the reserve, values ​​of the reserve museum collections, as well as their names and symbols, is possible after permission of the Institution Directorate is granted.
