to make a analysis for work, efficiency and requirements to existing system of a professional training for public government administration of the Astrakhan region

Hypotheses:
absence of universal, approved and complex regional cross departmental program on a professional training for public government administration of the Astrakhan region and clear measures and requirements to estimations of productivity different separate activity in this direction, leads to inefficient expenditure of budgetary funds;
taking measures are inefficient because they didn't have necessary innovative approach;

Methods of verifying the hypothesis:
We will consider, that our hypotheses approved, if the obtained data shows:
- Astrakhan region didn't have complex regional cross departmental accepted strategy of a professional training for public government administration.
also, they didn't have common management system;
- there is no consolidated and transparent budget for this programs of professional training, and existing fund allocation are fuzzy between participants;
- the are not defined and controlled expected skills and quality of training, according to existing strategy of development Astrakhan region area till 2020;

- participants of the realised programs, after their graduation, almostly never shows usages received knowledges in creation or your own participation in innovative projects wich realised on the territory of Astrakhan region
- participants have not-too-high opinion about them;
