An unprecedented whitewash campaign is in full swing to save Igor Shuvalov, First Deputy Prime-Minister of the Russian Governmentr, accused of bribe by leading buiness papers earlier this week.

Before that - Barron's (WSJ's supplement): How a Putin Aide Gained $119 Million
Putin's press secretary describes him as "fair and honest" person.
The Head of the Eltsin's ex-Administration office, Mr. Voloshin has even posted in his "Echo of Moscow" blog that all this deals with intrigues about the new government. Oh, yes, certainly. This is off course an intrigue about the new government, particularly, considering the fact that the first Barron's article came out even before the Parliament elections in December 2011.
The prosecutors are jumping on the bandwagon as well, crying "Shuvalov's dealings are totally lawful!"
The reasons behind such vigor on the part of the Kremlin are crystal clear. They aren't defending the bribe-peddling Shuvalov, who is of no concern to anybody and would otherwise have been dumped at a snap.
They are protecting the two citizens who are the real backbone and spine of the "vertical of power" - the guys who gave those bribes.
Usmanov
2. Abramovich
Although these kind sirs earn their fortunes by selling our natural resources, they prefer to live abroad.
Abramovich and Usmanov are both residents of Great Britain and they're those who are leading in the top-list of the wealthiest people in the country
To give a bribe is a crime in such part of word where our trinity like to hang out. They could be jailed or be fined for punishment of this crime. On this backgound, to tell about so nasty stuff as losing for some visas is nothing.
Just imagine, get rejection for British or Schengen visas. They would have to, oh Lord, LIVE IN RUSSIA.
It's kind of a living death.
Lets analyze what was behind the events
In 2009 all of us were quite surprized by the fact, that legal income of the spouse of vice-premier Igor Shuvalov was 367 million of rubles (over $13 million of dollars) (№ 4 in the list).
Between 2008-2010 the Shuvalov's, mainly Mrs Shuvalova, earned around $48 m.
Source of income was identified as "traiding income" with no details
Questions regarding these securities and successful operations making such huge profit stayed unanswered, just some obscure explanations were given (L.S.)
Here are the typical news of that time:
Though Olga Shuvalova, first deputy prime minister's wife, is a housewife, she not only manages to make good money, but also augments the fortune. Last year, for instance, she received 642 m rubles from vaariuos sources - twice as much as two years ago (365 m rubles), and a hundred times as much as her high-status husband. Such inequality is a kind of toll you have to pay for a transfer into public service: in 1997 Igor Shuvalov left ALM, attorneys at law, in order to take charge of the Federal Property Registry Dept at the Public Assets Ministry. Shuvalov''s friends claim that he transfered all his business to his wife''s name. Initially, however, Olga had to work to help her husbaand raise three children. But recently there was no need to da that: family property generates fantastic income. The origin of the family bonanza is shrouded in secrecy. "[Shuvalovs'] income statement is publicized on the government website"- Deputy Prime Minister'' spokesperson keeps parrotting. A former Shuvalov''s co-worker claims that the functionary's wife holds an investment portfolio that lets her act on a par with the richest lawmakers' and gubernatorial wives. It is hard to tell whether it is a disposal of a big stake or managerial skill of turning a record profit on a tight market, but the family property and land stayed intact.
That is, as you can see, Shuvalov has been an official since 1997, and "initially, Olga still had to work to help her husband to raise three children", but then everything turned around.
How was it settled?
The short story is going like this:
1. There's a "Severin", Co., that belongs to Ms. Olga Shuvalova. It's a fact that can't be denied.
It is this company "Severin" that is the primary source of Shuvalov's income. The house in Austria bought for 11 milion euros, apartment in London etc. all were bought from "Severin" profit.
"Redcliffe" company is owned by "Severin" company.
Through transfer of stock this exactly Redcliffe gained control over a firm named Sevenkey.
Sevenkey in Russian sounds like a name of a village somewhere in Smolensk region, say, Savyonki.
Nothing similar to what happened at Sevenkey could have happened in Savyonki. Make no mistake about that.
ALL OF A SUDDEN Sevenkey saw an inflow of funds
In 2004, Roman Abramovich/Eugeny Shvindler "Unicast Technology" transferred $50 USD into "Sevenkey" bank accounts
A fact hard to ignore.
Below are all four SWIFT messages.
What for?
For what kind of "beautiful eyes" did Abramovich/Shvidler transfer to Shuvalov's wife USD50 mio?
Just because.
Fare to assume, that it is linked to following active Shuvalov's lobbying in favour of Russian metallurgy consoldiation on the base of Abramovich's company
The stories in WSJ and FT forced Shuvalov and his associates to somehow explain the $50 mln transfer. So they came out with a story that Shuvalov – what a surprise – had had a stock option plan for 0.5% Sibneft stake.
This explanation is wide open to criticism.
1. Nobody's heard of this option before.
An "option" is a formal thing and a lot of people should be aware of it. There was an M&A attempt of "Sibneft" and "Youkos". Of course, there was a pre-deal due diligence and the option existance had to be recorded.
What's the reason for giving an option to Shuvalov in that period of time when he has not been a civil servant?
4. As you can see for yourself, this does not match with the initial story: "at the beginning, Olga had to get a job anyway, helping the husband to raise three children". We are 0.5% Sibneft stockholders, but still having problems raising three children.
Let's go further.
50 mln. dollars was not enough for adventurous Shuvalov. So many rich guys around and all of them require sertain lobbying in the Parlament
SUDDENLY. Gallagher being a core offcial company of multimillionair Usmanov's holdings which is capable of obtaining any loan from any bank, borrows USD50 mio from Shuvalov.
Why would Usmanov want this? Still unclear.
Why would Shuvalov want this? That's pretty clear: "the loan" was returned with a great interest rate.
As much as USD118 mio were repaid to Sevenki.
Below is one of the account statements.
Don't try to repeat this Trick into home circs, if you will put a deposit to the bank own money you won't achieve even 0,1 % the effect of like this.
Well.. you ain't Shuvalov.
One good turn deserves another: borrowing money in the right place made Usmanov's business even more successful than before.
Even in the "bad" times of financial crash in media it was possible to see such statements like:
Russia will be the guarantor of the 1 billion dollars loan to Alisher Usmanov's Metalloinvest company by VTB bank. This decision was made by the comission headed by first vice-prime minister Igor Shuvalov (Reuters, September 8, 2009)
In the february of 2008 "Sevenkey" transfers first 80M$ to its owner, "Radcliff" as dividends.
In 2009 unemployed Olga Shuvalova declared an income of 367 million rubles (~$12 million).
Voila! That's the trick.
All given documents are not an inside information, they are available from open sources.
For example, they can be found on Natalia Pelevina website. She has already requested the Prosecutor General's Office to investigate the plot.
There's sufficient detail on the site 'Slon'
The docs have been verified by WSJ and FT legal advisors and have been found true and reliable.
Here is a scheme published at Barron's in december
What do we have now?
We have every reason for Deputy Prime Minister Igor Shuvalov to be put under investigation for suspected involvement in large-scale bribery.
Mr. Abramovich and Mr. Usmanov must be beside him under investigation and then in the dock.
Unfortunately, nothing is happening like this, vice versa (see Peskov's comment above).
(LS)
Why we're all gonna declare a holy war to Shuvalov/ Abromovich/ Usmanov/ Shvidler:
1. Shuvalov's case is one of the few where we have all the documents and evidence. Like I wrote above, they were checked by the lawyers of the world's largest business publications, and confirmed of their authenticity.
The people involved in this case are just disgusting both from moral and political points of view.
Look at Mr. Shuvalov: he not only takes bribes in millions, he is also lives in ostensible and impertinent luxury.
Just look at his property list:
he owns about a quarter of the apartment of 175 square meters, one more apartment of 109 square meters listed in the joint ownership with his wife. The first deputy prime minister has two plots of land covering about 4000 square meters in uncompensated use for five years. In addition, Shuvalov rented a house and a shed of total 643 square meters in Russia, the residential house of 1479 square meters in Austria, and an apartment of 424 square meters in the UK. The First Deputy Prime Minister and his wife had seven cars in joint ownership: Jaguar, Mercedes-Benz S350, Mercedes-Benz S500, Mercedes-Benz S-Class sedan V221, limousine ZIL-41047, Ford Hymer Camp and VAZ-2101.
Did not he become boorish?
He is last 15 years in the government, his moving to government was escorting 'anyway at the beginning Olga was forced to job to help her husband to educate their 3 children' and now he completely openly buys undue amounts of this Mercedeses and this Jaguars.
Houses in Austria, apartments in Great Britain.
And a stand alone arrogance – former state village “Zerechye-4” there USSR top officials spent their time back in previous century. Shuvalov bought it and turned it into his villa.
A couple of people, who had chance to visit this dacha, told me of a totally "cartoonish" luxury: the Shuvalov's monogram on the cast-iron gratings, and so on.
It lacks only peasant wives who breast feed greyhounds at the landlord’s dog pound.
That is, the guy with no shy declares to all: yes, I am a Governmental official. I take bribes and intentionally live a luxurious life. Classics!
And he even joined "United Russia".
He even was number 1 in the party list in Primorye. He would fly into Vladivostok from Austria to tell the locals that the enemies of Russia were on the march, that they had to stand vigilant behind a true national hero lest the "heathen aliens" take "our FREEDOM (and mineral resources)!!!
Abramovich and Usmanov are no less disgusting. Living abroad, enjoying law and order in the UK, they are turning Russia, where they cash in, into Bantoestan ruled by their shifty governors-shuvalovs.
It is clear that we are unable to attain the domestic criminal prosecution of crooks any time soon: they are all Putin's closest associates.
But there are good prospects for press reptiles abroad
-Shvidler is a citizen of US.
- Usmanov is a resident of the UK, and also has business interests in the USA.
- Abramovich is a resident of the UK, and has both property and business interests in the USA;
By bribing a foreign official those citizens have violatd FCPA and a bunch of other regulations.
In a few words: bribing a Russin or Zimbabwe official is a criminal offense as per US, UK and EU laws.
We should seek to prosecute all three of them, and then prosecute Shuvalov himself in the country.
Despite the fact that we'd have to appeal to the foreign officials, the action is going to be one of utmost patriotism: we are doing it in the name of Russia and its citizens. We are protecting them from the crooks and thieves who couldn't care less about Russia. They live in London and Vienna.
Rogues afraid most exactly that campaigns against them. They do not care about a hundred letters to the Investigation Committee, but they are terribly afraid of the ban at the entrance to the EU.
So we gonna do what makes them scare
Here's what I suggest:
Please, join our Facebook group named 'Let's escort Shuvalov to a court'. It'll help to coordinate our activities.
Now we're thinking over specific steps and methods of implementation.
At least it will be:
Massive complaints to the Russian Federation law enforcement agencies, Russian President and Prime Minister. Shuvalov has no right to be a public official.
2. Formal complaints from Russian, US and UK citizens to DOJ (we'll figure out to where else) and other bodies, that run investigations on FCPA an alike. For this pupose we are seeking fellow countrymen willing to help Mother Russia.
Massive appeals of a political nature to congressmen, members of the Parliament, etc. I.e. standard methods of western public campaigns. This is where we need "Russian foreigners". Please do get found and join our FB group.
I'm being asked:"Have you met an American ambassador?". Now I can answer: "I'm looking forward to meeting him and invite television company NTV to this event.
In the near future I am planning to meet with Ambassador McFaul and give him a formal demand on behalf of Russian citizens to start investigation on the facts of bribing Russian officials by U.S. citizens and others under the jurisdiction of the FCPA
This should be the main and sole item on the agenda of the Russian opposition and the American ambassador meetings.
Follow your own laws in the interests of the USA and Russia's citizens. This is what will be a real reset.
Every foreign official, planning to meet Mr. Shuvalov will receive a hundred letters from us about who Mr.Shuvelov is and how he has became a multimillionaire
Coordination of 'public slaughter' of mr 'Promisser' and mr 'Discusser' every time when they will open their mouthes about corruption struggle until 'Shuvalov's case' will be completely investigated.
So, we will invent something similar during realisation what we have invented already.
Join, please.
Don't forget to spread information about "Shuvalov gate" soever.
The country must be aware of it's heroes.
We've created both facebook group and page named 'Let's escort Shuvalov to a court' . Join the former and like the latter.
