We remind you that Yanukovych has been deposed, his decrees can no longer be published on the President's website (president.gov.ua). This is a sufficient reason to ignore this decree, but here are three more:

The text mentions a "Central Bank" and a "Central Council", but Ukraine does not have any such institutions. It has the "National Bank" and the "Supreme Council".

The article claims to publish a Russian translation of the original decree. But if it is a translation, where is the Ukrainian original?

The number 90/2014 (as given in the article) has been assigned to a totally different presidential decree.
