The ocean is a big place and there's only one sea tribe. After all, fourteen and one isn't the same as twelve and one. Think of them as offshoots.

The Atoli live in the northern sea. It's fairly large, but it's small relative to the rest of the oceans. It abuts Equestria, the crystal empire, Yakistan, and the zebras, and so it was home to a lot of shipping AND fighting. The Atoli are fairly cosmepolitan and commerical, trying to make a profit and get ahead. They're well organized with a patriarchical society.

The Atori live in the southern ocean. Now, they're the same tribe originally, but the southern ocean is huge and far warmer, with lots of smaller islands and tons of sea monsters. The Atori are in small villages of females with nomadic males roaming around looking for trouble. When they find a village... things get interesting. Good Atori stallions will prove their worth to the females for breeding rights for the year by vanquishing horrible monsters or enemies of the village. Bad ones will try and rape the villagers. The Atori also practice living sacrifices to the spirits, and the spirits they worship would sometimes rival the stars for the creepiness. They were active during the war, however, as many of their islands were used as missile bases.

There's also the Estoli and Estori. They're both in the eastern sea. They both think they're the original sea tribe and the Atori and Atoli are offshoofs of them. Unlike them, they really weren't involved in the war. Most of them have no clue where Equestria is or what a pony looks like. With the global collapse of trade, they both suffered greatly. These two branches don't like the other two branches, seeing them as perverse and obsessed with trade, fighting, and material goods. They also have gender equality, with huge public orgies and no families or marriage... but yeah, the others are the perverts. The others don't like them, because both eastern offshoots practice the eating of sentients, the Estori actually being predatory. Easiest way to tell the groups apart from their western counterparts: sharpened teeth. Still, not reliable. Not all Estoli sharpen their teeth.
So to recap: the oceans are huge and too big for a single tribe to cover homeogenusly. Thus, the names.

«Es»- east / sunrise. «Toh»-she. «lee»- cold.
«Es»- east/ sunrise. «Toh.» -sea. «ree»- warm.

This leads to an old zebra joke: «What do you get when an Atoli, Atori, Estori, and Estoli walk into a bar?» «A map!» Trust me. Zebras find it hilarious.

Also, it doesn't help that other zebra tribes can't keep the names straight either.
