Roskomnadzor blocks the “Islam” article by the Leninsky district court of Grozny's decision № 2–363/2016 as of 29.02.2016:

The content aimed to insult the religious feelings of Muslims, spreading of which might incite national, racial, or religious hatred and enmity.”

The court decision is available on its website.

On monitoring the Internet, the webpage http://lukmore.to/Ислам has been found, on which an unlimited circle of persons are granted free access to the content aimed to insult the religious feelings of Muslims, which, if spread, might incite national, racial, or religious hatred and enmity. The above conflicts with the policy of dissemination of information specified in Article 29, <address> Federal Law No. 114-FZ as of [07.25.2002] “On The Counteraction of Extremist Activity” of the Constitution of the Russian Federation.

Conclusion:

...the court

HAS RESOLVED:

- to recognise the http://lukmore.to/Ислам webpage as banned from being viewed across the Russian Federation;

- to compel the Internet providers CJSC “Vainah Telecom”, the Chechen branch of FGUP “Electrosvyaz”, CJSC “Chechenskaya Sotovaya Svyaz”, the Caucasus branch of PJSC “MegaFon”, the Grozny branch of PJSC “VimpelCom”, and the Chechen branch of PJSC MTS to restrict access to the http://lukmore.to/Ислам webpage.

The defendants have the right to apply to the Leninsky district court for reversal of the decision within 7 days of the day they got its copy.

The court decision can be considered under appeal by the Supreme Court of Chechen Republic upon the expiry of the term of application for reversal of the decision, while in case such an application has been sent — within a month from the court's dismissal of appeal.
